A locked 100-question market corpus covers all 37 authorities in English, Spanish, and Chinese. Every release must preserve the expected route.
Content moves through private Cloudflare bindings. The selected public page supplies the answer; Pharos does not invent a hidden source.
Production events record a redacted question preview, selected authority, confidence, response time, outcome, and trace identifiers for systematic review.
Low-confidence routes, unavailable sources, and unhelpful feedback become evaluation cases before routing or content is changed.
